1. What is the purpose of the City Council?

The City of Shasta Lake is a general law city with a Council-Manager form of government. The City Council acts as the legislative body, setting policy, approving budgets, and passing local laws which are incorporated into the Municipal Code.

1. When is your utility bill due?

All bills are due and payable upon receipt, Delinquent 20 days from statement date. All bills, unpaid (20) days after date of mailing, shall be deemed delinquent. If not paid within this time, service may be discontinued. In the event of termination, a service reconnection fee, field notice fee, and field collection fee will be charged in addition to the delinquent amount before service will be re-established.

2. Trouble paying your utility bill on time?

You can request a payment plan by contacting the billing office during regular hours, either in person at 1650 Stanton Drive, or by phone at 275-7400. All request for extension of the payment period and request for amortization of a bill asserted to be beyond the means of the customer to pay in full during the normal period of payment, shall be made by the payment date shown on the past due notice directly to a Customer Service Representative during regular office hours, either in person, or by telephone at 275-7400. If you need additional information or assistance in paying your utility bill, contact a Customer Service Representative at 275-7400 about Local, State and Federal energy assistance programs.

3. Can I pay my bill online or over the phone?

Over the Phone: Yes, payments can be made over the phone with a credit card. We accept Visa and Mastercard Payments.

Also available, the City of Shasta Lake offers a convenient way for you to pay your municipal utility bill automatically each month. Your monthly utility payment can be automatically withdawn from your checking account with the City’s Automatic Payment Plan (APP) service. You can pick up the form to register in the APP plan at 1650 Stanton Drive.

4. Can I get a discount for being low income?

The City of Shasta Lake’s Lifeline Rate program allows for a discount on your monthly electric, water, and sewer utility bill for individuals that are: senior citizens (age 62 or older) or are disabled as evidenced by receiving Supplemental Security Income (SSI) or State Supplemental Payment (SSP) and fall under the income guidelines. For more information, you can pick up a Lifeline application at 1650 Stanton Drive.

5. How much can I borrow?

The amount borrowed is the minimum needed to close the gap between th eprimary lender requirements and the buyers required 3% contribution, but not to exceed $60,000.

6. Do I have to contribute funds towards the transaction?

Yes, all borrowers are required to contribute a minimum of 3% of the purchase price. This can be borrowers own funds or gifted from a family member. Verification of these funds are required at the time of application.

7. What are the terms of the loan and interest rate?

Loan repayment is deferred for 30 years at an annual interest rate of 0% (equity share conditions may apply, depending on funding source). Borrower must pay the loan balance if property is sold, transferred, or converted to rental property at any time during the loan period. The City of Shasta Lake Homebuyer Program is recorded as a second mortgage against the property. All loans are to be repaid.

9. What happens if I need to sell my home during the term of the loan?

The City of Shasta Lake Homebuyer loan is recorded as a second mortage against the property. The balance of the second mortgage, plus any applicable equity share or interest will be due and payable in full.

10. What are affordability covenants and how do they affect my home purchase?

The City uses State and Federal funds to help low- and moderate-income first-time homebuyers purchase homes that are decent and affordable. When a home is purchased with these funds, restrictions or “covenants” are placed on the property to ensure that the property remains affordable for low-income families well into the future.

The length of the affordability period may range from 10-45 years depending on the funding source. Generally speaking, If the home is sold within the affordability period it must be sold to another eligible low-income homebuyer.

Sometimes the affordability period is confused with the loan term, or the length of time a homeowner has to repay the loan. Contact our housing staff for more information on affordability periods and financing options.

11. I have heard the terms “housing ratio” and “debt-to-income” ratio. What do they mean?

These ratios are indicators that determine the amount of debt that you can comfortably take on. The housing ratio is the comparison of your monthly income to your monthly housing expense. The debt-to-income ratio looks at your total monthly income copared to your total monthly expenses. As a rule, your monthly housing expense should be no more than 30% of your monthly income.

Housing - Paint Rebate Program (Residential)

1. Do I have to pay for the cost of the supplies up front?

Yes, rebates will reimburse you for the eligible costs for paint and supplies.

2. Will the rebate pay for labor?

No, rebates will pay only for the costs of exterior paint and necessary paint supplies (bruses, rollers, pans, tape, etc.) only.

3. How do I apply for a Paint Rebate?

You will submit a completed application to Program Staff. Program Staff will notify you within 7 business days of your eligibility. You will receive a letter from Program staff authorizing work to begin. KEEP ALL RECEIPTS and turn in original receipts to Program Staff, you will receive a check of reimbursement for all eligible items, not to exceed the program limits.

4. Once I have participated in the Paint Rebate Program, can I ever participate again?

Yes, you must wait 12 months from the date of the final rebate check to participate in the program again.

5. How long do I have to complete the work?

You have 4 months from the time you receive your authorization letter to complete the painting. Extensions are granted on an as need basis.

Sand bags are available at the Shasta Lake Fire Protection District, located at 4126 Ashby Court. Sand bags can be filled at the intersection of Ashby Rd & Flower St. (across from the Fire Hall). Limit of 25 bags per resident. Resident will need to fill their own bags. Bags, shovels, and sand are available

Waste Management operates under contract with the City of Shasta Lake to provide garbage, greenwaste, and recycling container pickup and disposal. If you have questions about your garbage service, please contact the Customer Service Department at (530) 275-7400.

5. What is an Encroachment Permit and why is it needed?

An encroachment permit is a permit that allows construction activity, performed by homeowners, contractors, and utility companies, to take place within the public right-of-way. It is required for several reasons:
• Encroachment permits allow the City to control what is placed in the public right-of-way and gives the City the ability to ensure that only qualified parties, who are properly licensed and insured, work in our public rights-of-way.
• Encroachment permits allow the City to ensure that the work will be done in a manner that maintains public convenience and traffic flow through the work area.
• Encroachment permits provide the permittee with a clear understanding of requirements for working on public property.

6. Do I need to obtain an Encroachment Permit to replace my sidewalk or driveway approach?

Yes, an encroachment permit is required from the Permit Center for any work occurring within the public right-of-way. Please contact the Permit Center at (530) 275-7430 for more information.

Perhaps. An Encroachment Permit for temporary container placement in the public right-of-way will be reviewed on a case by case basis. Factors included the location, available space, amount of public use, length of time, etc.

9. How long is an Encroachment Permit valid?

It depends on the type of work being performed. Please contact the Permit Center at (530) 275-7430 for more information.

10. What happens when work is performed within the public right-of-way without a permit?

All work will be stopped and the individual will be assessed penalty fees or face a potential fine.

11. I want to report a pothole that needs repair. Who do I call?

12. How many miles of streets does the City maintain?

The City maintains approximately 67 miles of paved streets. The City does not maintain unimproved (unpaved) streets.

13. Who maintains I-5 and/or Shasta Dam Boulevard (State Route 151)?

Interstate 5 and State Route 151 are both part of the State Highway System, and are generally maintained by the California Department of Transportation (Caltrans). If you observe a problem on either Shasta Dam Boulevard or I-5, please call Caltrans at (530) 225-3426.

14. Does the City maintain a Pavement Management System?

Yes. The City has performed pavement condition assessment on every paved street in Shasta Lake. As of 2009, the cost to seal, overlay, or reconstruct all of the streets in need of repair within the City was estimated to be approximately $17,000,000.

15. Does the City have a street paving program?

Between 2009 and 2011, the City’s paving program paved approximately 110 street segments throughout the City, at a total cost of nearly 3 million dollars. However, on July 1, 2011, the City’s Redevelopment Agency, which funded the City’s program, was shut down by the State of California. The City is working hard to identify new funding sources for street paving, and will restart the program when a new source of funding is identified.

16. Can I request that a certain street be paved?

No. The City has adopted a Street Paving Policy to guide the selection of streets that are to be paved when funding becomes available. Factors that go into the selection process include, but are not limited to, funding source, economy of scale, type of project, and the amount of money available. The City is working hard to identify new funding sources for street paving, and will restart the program when a new source of funding is identified.

17. Who do I call about a problem with street lights?

18. My water tastes or smells odd. What should I do?

Please contact the Customer Service Department at (530) 275-7400. Water treatment personnel will then contact you to test your water.

19. Where does the City’s maintenance responsibility for the water system stop?

The City is responsible for maintaining the water distribution system up to and including the water meter. All service plumbing between the meter and the residence or business is the responsibility of the property owner.

20. What is a backflow assembly?

: Backflow occurs when the water pressure in the distribution system drops below the water pressure at the end of the service. This can occur when the distribution system is shut down for any reason (for instance, when there is a water main break), and it creates a situation where materials or contaminants can enter the distribution system.

A backflow assembly (also known as a Reduced Pressure Principle Assembly, or RPPA), is a device that reacts to the pressure drop and prevents material or contaminates from entering the distribution system if a pressure drop occurs.

21. Why do backflow assembly (RPPAs) have to be tested annually?

Backflow assemblies have springs, moving parts and internal seals that are subjected to wear and fatigue. Backflow assemblies must be tested by a certified tester on an annual basis.

22. Where does the City’s maintenance responsibility for the wastewater system stop?

The City is responsible for maintaining the wastewater collection system mains. Service laterals are the responsibility of the property owner from the main to the individual residence or business.

23. My service line does not drain properly. What should I do?

Prior to calling a plumber, you may want to contact the Customer Service Department at (530) 275-7400. The City will check out the wastewater collection system in your area to make sure there isn’t a problem in the main that serves your house. If the cause of the problem is in the City’s main, we will remedy the problem and hopefully save you a plumber's bill.

24. I recently had a sewage backup in my house. What caused it and how do I handle the situation?

First, you should Customer Service Department at (530) 275-7400. The City will perform an inspection of the area and assist you in determining how and why it happened. If it was caused as a result of a blockage in the City's main, we will immediately take action to clear the blockage. We will also contact the City's Risk Management carrier, and they will send out an inspector to check for damages. Additionally, you can file a claim for damages through the City Clerk’s office.

25. What can I do to keep my service line in good shape?

The primary cause of backups in service lines is the buildup over time of fats, oils, and grease. Throw those types of materials away with the trash and keep them out of your service lines. Also, keep wipes, paper towels, and other materials that do not break down out of your toilet.

1. Where can I pick up a copy of a report?

All reports taken by an Officer from the Sheriff's Office are kept and distributed at the Sheriff's Office records department. You will be required to complete records request form and present a current identification card. You are UNABLE to get a copy of a report if you are the suspect in the case. If it is a juvenile case, contact juvenile probation.

2. Where do I go to get my fingerprints taken?

Fingerprinting or the Livescan process is done at the Sheriff's Office records department. There are several different fees depending on which process you are having done.

The office is located at 1525 Court Street in Redding. (530) 245-6025 8:00-12:00 and 1:00-4:00 on Tuesdays, Wednesdays and Thursdays. Appointments are taken and walk-ins are welcome. First come, first serve basis.

3. Where do I go to get my concealed weapon permit?

The application to qualify for a concealed weapon permit is available at the Sheriff's Office records office; 1525 Court Street, in Redding. (530) 245-6025 Appointments are made for Mondays and Tuesdays, 8:00 - 3:00. NO walk-in's will be accepted.

Requirements:
*Must provide a certificate of completion (12 to 16 hour training course for the first time applicant and 4 hours for a renewal). A PC832 certificate or Military Form DD214 is acceptable if no more than two years old.

*CCW Applications must be dropped off or mailed to the Sheriff’s Office, 2 weeks prior to scheduled appointment. CCW Renewal forms must be submitted to the Sheriff’s Office, 1 week prior to scheduled appointment.

*Must be a resident of Shasta County for at least 1 year (providing two utility bills: City of Redding/City of Shasta Lake/PG&E ~ current month and same month last year shows 1 year residency) CCW Form

4. What is the restraining order process?

To start the restraining order process, pick up the correct paperwork at the Clerk's Office in the courthouse; 1500 Court Street, room 319. (530) 225-5631

Once you return the paperwork, the court process is started.

When the restraining order is ready to be served, the Sheriff's Office Civil Unit, (530) 225-5611, room 206, will assist with this. Fees are charged depending on the crime and the severity.

5. What do I do when I get a traffic ticket?

You are required to appear in court for a misdemeanor violation. For all violations, your court date/time/place is written on the bottom of your notice to appear/ticket/citation. Misdemeanor or Infraction will be circled on the right side of your notice to appear/ticket/citation.

In all infraction cases, you must do one or more of the following for each violation:
*Pay the fine (bail).
*Appear in court.
*Contest the violation.
*Correct the violation (traffic cases, when applicable).
*Request the traffic school (traffic cases, when applicable).
*Request trial by written declaration (traffic cases).
If you do not do one of the above actions, a "failure to appear" charge will be filed against you in warrant form (Vehicle Code 40508(a)) and your driver's license may be withheld, suspended, or revoked.

If you do NOT contest the violation:

*Pay the fine amount (bail). - Contact the court at (530) 245-6789. You will not have to appear in court. You will be convicted of the violation and it will appear on your DMV record. A point may be charged to your DMV record and your insurance may be affected.

*Correctable violations - If the "Yes" box is checked on the front of your ticket, the violation is correctable. Once you correct the violation, have a law enforcement officer sign the back side of your ticket. Registration and driver license violations may also be corrected at the DMV office. The violation will be dismissed by the court after the PROOF OF CORRECTION and payment of a $25 transaction fee are presented to the court, by mail or in person, by the appearance date.

If you contest the violation, do one of the following:

*Court trial - Appear at the court on or before the appearance date to request a court trial. This will be a future date when an officer and any witness will be present. You will be required to submit the bail amount.

*Trial by written declaration (traffic infractions) - Appear at the court on or before the appearance date to request a trial by written declaration. You will be given forms to allow you to write a statement and to submit other evidence without appearing in court. An officer will also submit a statement. You will be required to submit the bail amount.

A courtesy notice may be mailed to the address on the citation, indicating the required bail (fine) instead of appearing in court. If you do not receive a notice, you are still required to comply with the items above by the appearance date on the front of your citation.

6. What kind of report can I make online and how can I report it?

To better meet the needs of the community, the Sheriff's Department has introduced a new way of reporting crime in Shasta County. Coplogic is an online reporting system which the public can access 24/7 to report low-priority crimes. This new and advanced program can take in anywhere from 10 to 30 percent of all reports without dispatching an officer.

The benefits of this program are:
1) Citizens have the convenience of being able to report crime on their schedule rather than waiting for a deputy to arrive.
2) Incidents that would otherwise go unreported are more likely to be filed; which in turn provides law enforcement with a better overall picture of crime trends.
3) Deputies are able to focus their time and effort responding to higher priority calls.

Using this online citizen police report system allows you to submit a report immediately and print a copy of the case report for free. A typical report takes between 10 - 20 minutes to complete. A computer with access to the internet and a valid email address are required. Crimes and incidents currently reportable online are:
~ Theft (petty) of property or credit card
~ Fraudulent use of credit card information
~ Vandalism (felony and misdemeanor) to property including vehicles
~ Harassing phone calls
~ Lost Property

In order to report a crime through this system you must:

*Be eighteen (18) years of age or older.
*The incident must have occurred within Shasta County and outside any incorporated municipalities or townships. Exact location verification is required in the report.
*You have no suspect information.
*There is no physical evidence to the incident.
