Electric Utility Director

The Position and Ideal Candidate


The Electric Utility Director is responsible for overseeing the administration and operation of the City of Shasta Lake Electric Utility, which requires a considerable degree of independence and sound professional judgment. 

The Electric Utility Director reports to the City Manager. The Utility is a full service organization involved in resource management, planning, construction and maintenance for substation, distribution and transmission, new service connections, automated metering and SCADA operations. 

The most competitive candidate will have demonstrated experience in electric resource management including load forecasting, power purchase and scheduling, power contracts, budgeting and rate development, Carbon Cap and Trade Procedures and Renewable Portfolio Standard requirements.  Additionally, the candidate should have a working knowledge of electric transmission and distribution operations, substations operations and electrical safety requirements.  The position requires a high level of technical, professional, and managerial competency with a proven and verifiable track record of success.   

Education:

Typical desired qualifications include a B/S degree in electrical engineering from an accredited college or university, but the City will consider any combination of education and demonstrated experience that satisfies the requirements of the position.

Experience

Five (5) years significantly responsible experience in the electric utility industry, preferably in a municipal or public organization, with a minimum of three (3) years supervisory experience.

Certifications:

California Professional Engineering License preferred, but not required.

Compensation and Benefits

The annual salary for this position is $176,000 up to $191,427 (DOQ)

 Retirement:  2% at age 60 CalPERS retirement plan “Classic” members or 2% at age 62 for new CalPERS retirement plan PEPRA members.

 Health Benefits:  The City pays all of the monthly premiums for health, dental, and vision benefits.  The City also offers long and short-term disability plans.  Employees qualify for retiree health care benefits through the CalPERS vesting program.

 General Leave:  160 hours/20 days paid-time-off each year for the first four years (increases with length of service to 240 hours/30 days after 9 years); 80 hours/10 days paid administrative leave per year; 80 hours/10 days sick leave per year.

 Holidays:  10 ½ paid holidays

 Life Insurance:  1 ½ times salary, up to maximum of $150,000 at no cost to employees.
