The City of Shasta Lake (City) is soliciting qualifications and proposals from qualified consultants to provide professional services related to the design, preparation of construction documents, and services during construction for the City’s Shasta Dam Boulevard Complete Streets Project. It is the intent of the City to hire a single qualified Consultant Team that can provide the following services to the City: • Project Management; • Preliminary Design and Data Collection including Urban Design & Landscape Architecture; • Final Design; • Services during Bidding and Construction, excluding Construction Management and Inspection. Interested consultants are invited to submit qualifications and proposal in accordance with the requirements of the Request for Qualifications & Proposal. The City anticipates accomplishing the work associated with the project within the established budget of $350,000. The total cost of the project is anticipated to be around $3.2 million including design, construction, and construction management.

| In order for the Consultant to be considered qualified, the firm or project team must demonstrate experience in the successful completion of environmental planning & permitting, complete streets transportation & roadway design/engineering, municipal utility design/engineering, roadway lighting design/engineering, urban design/planning, landscape architecture, Caltrans coordination and navigating the Caltrans encroachment permit process including the Quality Management Assessment Process (QMAP). The Professional Services Agreement (PSA) is expected to be awarded in Summer 2023 and construction contract documents completed by December 2024; however, the time frame to complete the design will be negotiated with the successful consultant. The City intends to select a single consultant team for all aspects of the work necessary to obtain a successful bid award to construct the project. Any consultant responding to the RFP must be willing to commit the necessary resources to the project within a mutually agreed upon schedule.

| A pre-proposal meeting is scheduled between staff and interested proposers at Shasta Lake City Hall, 4477 Main Street, Shasta Lake, on Wednesday, June 7, 2023 at 9:00 a.m., at which time the project and RFQ&P will be reviewed. All interested consultant teams are encouraged to attend.
